猜测：不辩解直接提交苹果会认为你有这样的行为，本次8月23日被拒的时候，因为有UGC问题，采取直接修改提交新版本策略，事后猜测如果申诉可能不会延迟这么久了

We discovered that your app contains hidden features. 
Specifically, this app contains code which checks for app's review state and causes the app to behave differently during review. It would be appropriate to remove all review state checking content/reference, including third-party frameworks/SDKs, and ensure that all features and functions in the app are visible and fully accessible during review.
The next submission of this app may require a longer review time, and this app will not be eligible for an expedited review until this issue is resolved.

build2提交15天后一直没有审核，开始写邮件催促

Dear reviewer:
Question: In the last review, our binary (version 1.0, build 2,Date 23/8) was judged to be in violation of rule 2.3.1 and delayed review until now
Our explanation: To be honest, in the last commit, the app homepage has several buttons that are not implemented. We chose to remove these buttons for the time being. Obviously we already know that this is a wrong decision and we have been punished. But we are not maliciously deceiving reviewers and users. Specifically, these useless buttons do not violate the guidelines of the App Store and hurt users. Today is the 15th day of the delayed review. We have already corrected the previous mistakes. Maybe the punishment is too severe.
wish: If possible, we would like to re-evaluate the last binary (version 1.0, build 2, date 23/8) and penalize it based on the specific circumstances. After all, the decision to sentence life imprisonment to the act of throwing garbage is inappropriate. We also hope that the efforts of all members of the company will not be paid in vain.

我必须做出澄清，我们的应用在审核期间没有安装或启动可执行的代码，同时，我们的应用根本就不具备安装或可启动可执行代码的能力，这肯定是个误会。关于itms-services URL方案，我在代码中全局搜索了“itms-services”，没有任何结果,我需要知道检测含有itms-services的依据，然后才能去修改。再次说明，我们不需要安装可执行的代码，我们承诺今后也不会有这样的功能，如果我们做了，愿意任何处罚。
可能有一处地方会引起误会，请让我作出说明：我们的产品有一个配置接口“http://www.tianshengwucai.com/zhixuan/api/mall.php?c=zhconfig&ver=99”，里面有一组键值对

9月24日开发者继续上诉

在2019/9/20，我在回复中心写了几封邮件，但没有收到答复，所以我想到了上诉。
我们的应用(二进制文件2019/8/26)在审核期间没有安装或启动可执行的代码，同时，我们的应用根本就不具备安装或可启动可执行代码的能力，这肯定是个误会。关于itms-services URL方案，我在代码中全局搜索了“itms-services”，没有任何结果,我需要知道检测含有itms-services的依据，然后才能去修改。再次说明，我们不需要安装可执行的代码，我们承诺今后也不会有这样的功能，如果我们做了，愿意接受任何处罚。

10月1日，开发者回复(开启委屈模式)

In the name of God, I really don't know what to do next. We really don't have a remote download feature, we can't go any further without a clear explanation.
In the last review, you explicitly mentioned that the next review will be postponed. So before this misunderstanding was lifted, I was afraid to make a new submission (the last review extension lasted 25 days, 8.26~9.20). This is a nightmare.
An honest and helpless developer needs your help.

As previously mentioned, we found that your app contains contains remote downloading content/reference. It would be appropriate to remove any and all remote downloading content/reference from your app, including link to download apk version of this app, before resubmitting for review.

不贴原文了，跟一品云服被拒是一样的，说我们不能用第三方支付

10月15日开发者上诉（md，直接上诉）

感谢审核我们的App，我们认真阅读了3.1.1条款，认为我们没有违反该项规则。这是我们的原因：
我们APP只提供线下课程的购买，并不是数码内容，也不是app本身的任何功能、权益，这些付费课程不依赖APP存在，app购买只是第三方学校收取学费的手段之一。
因此不适用于规则3.1.1，"If you want to unlock features or functionality within your app, (by way of example: subscriptions, in-game currencies, game levels, access to premium content, or unlocking a full version), you must use in-app purchase.”
因为这部分费用并没有购买app本身的任何功能。
